Build more housing in all neighborhoods across New York City and the region

Goal 2 icon

NYC’s Fair Housing Framework is an important tool for more equitable housing development. The Framework calls for a citywide Fair Housing Growth Strategy that includes an assessment of New York City’s housing needs paired with five-year housing production targets for each community district. Setting housing production targets at the community district-level—including affordable housing targets—can help guide future land use decisions and affordable housing investments to areas with the least low-cost housing today.

New York City’s first Fair Housing Growth Strategy is coming in 2026.

Additionally, in 2025, New York City voters passed a suite of new tools to expedite affordable housing development across the city. One of these tools, the Affordable Housing Fast Track for fair housing, will make it easier for the neighborhoods with the slowest affordable housing development to meet these new targets.
